About the International Shippers Directory

The International Shipper Directory is designed for shippers, custom brokers and enterprises specializing in moving loads and shipments beyond the continental borders of the United States and want to tender some portion of the freight movement directly to transport carriers.

Within the department of Homeland Security the U.S. Customs and Border Protection or CBP protects our nation's borders and facilitates the flow of legimate trade.

Shipments moving out of the United States are controlled under the Export Administration Regulations (EAR) and shipping documentation and compliance are required. The Bureau of Industry and Security (BIS) maintains the Commerce Control List (CCL) that includes items (commodities, software, and technology) subject to the authority of BIS. The CCL does not include those items exclusively controlled for export by another department or agency of the U.S. Government. In instances where other agencies administer controls over related items, entries in the CCL will contain a reference to these controls. Those items subject to the EAR but not specified on the CCL are identified by the designator "EAR99". See §734.2(a) of the EAR for items that are "subject to the EAR". You should consult part 738 of the EAR for an explanation of the organization of the CCL and its relationship to the Country Chart. The CCL is contained in Supplement No. 1 and Supplement No. 2 contains the General Technology and Software Notes relevant to entries contained in the CCL.

Each international shipper, custom broker or intermediary must determine its obligations under Export Administration Regulations (EAR).   

All Load and shipment tenders and shipping documents can be found as public or private documents at the respective sites of the parties involved.

The Directory is organized by individual country. Each individual country has various export declaration, Waybills, Certificate of Origin documentation, assurance and complianced requirements.

Parties listed on the respective directories have demonstrated their understanding of the various shipping regulations and have been actively involved in the handling of international freight transactions to foreign countries.
